I beg to ask the Under Secretary of State for India whether the Secretary of State received in the month of February last a Memorandum forwarded by the Solicitor to the Civil Engineers' Association of India, complaining of errors of fact in India Despatch No. 69, P.W.D., of 1890 (published in Parliamentary Paper, No. 193, 1892); and whether the allegations in the Memorandum have been replied to?

(1) The Memorandum referred to was sent to the Secretary of State last February, with a. request that it might be forwarded to the Government of India. (2) The Secretary of State, in his reply, stated that he was unable to permit the India Office to be the channel of communication between the Civil Engineers' Association—which consists of members of the Indian Public Works Department—and the authorities ïn India. He is not aware whether the Association, in consequence of this reply, has addressed the Government of India, nor, if so, whether their allegations have been answered by that Government.
