I beg to ask the Postmaster General whether any Dress Regulations are in force for the drivers of Royal mail carts in London; and, if so, what official is responsible for seeing that such Regulations are duly observed?

Yes, Sir; there are Regulations. The lobby officers who superintend the despatch and receipt of mail bags at post offices are responsible for reporting any breach of the Dress Regulations on the part of the drivers.
