MR. G. RUSSELLThe Secretary of State cannot, as at present advised, pledge himself that no bills shall be allotted at less than 1s. 4d. per rupee. He will endeavour, as has been the invariable practice, to obtain the best price for his bills that the purchaser is willing to pay.
