I beg to ask the Secretary to the Treasury will he explain why a considerable number of the recommendations for the promotion of clerks of the Second Division of the Civil Service which have been submitted to the Treasury by Heads of Departments during the last two years have so far not been considered; and whether, in view of the dissatisfaction prevalent in the Second Division of the Civil Service, steps can now be taken to expedite the Treasury decision on these recommendations?

Recommendations are made from time to time to the Treasury for the appointment of Second Division clerks to superior posts, and also for promotion of specially meritorious clerks of that Division to the higher grade of the Second Division. As far as I am aware, there are no recommendations for the first-named class of appointment in suspense. The Treasury are specially responsible for the second named class—namely, promotion to the higher grade—and decisions upon them require much consideration. Several recommendations have been decided, and others now under discussion will, I hope, be shortly settled.

Arising out of the question, may I ask how many appointments have been made from the Second Division?

I am not able to state the exact total, but a considerable number of promotions have been made, and others are under consideration.
