I beg to ask the Secretary for Scotland whether his attention has been called to a statement by a body of citizens of Edinburgh practising the calling of waiters, to the effect that numbers of Government messengers and porters in Public Departments in Edinburgh are in the habit of leaving their duties in the daytime to take employment as waiters, and giving specific cases of the practice complained of; whether he will inquire into the truth of the allegations so made; and, in the event of their proving to have foundation, whether he will take any, and what, steps in the matter?
