I beg to ask the Secretary for Scotland whether Scotland is to be included in the scope of the inquiry of the Royal Commission on the Aged Poor, and, if not, will he explain on what grounds?

That part of the inquiry which relates to the system of Poor Law is confined to England, where the administration differs from that of Scotland in most important particulars. On the question of old age pensions evidence will, I am informed, be received front Scotland, alai there are three Scottish members of the Commission, two being very well-known Members of this House, who will see that such evidence has due weight.
