I beg to ask the Under Secretary of State for India whether, in view of the fact that the Government of India and the several Local Governments are now engaged in framing rules for giving effect to the provisions of the Indian Councils Amendment Act, relating to the selection of Members of Council, instructions have been, or will now be, sent to the Government of India to cause the publication of any proposed rules, at least two months prior to their adoption, so as to enable the public to express their views in regard to them?

The Regulations proposed by the Government of India are now under consideration by the Secretary of State. No such instructions as are suggested by my hon. Friend have been issued; nor is it the intention of the Secretary of State to issue such instructions.
