I beg to ask the Secretary for Scotland if he has received the Report following the Independent Further Inquiry, instituted by the Marquess of Lothian in August last, into the claims of the Clerical Staff in Scotch Prisons; and, if so, if he has submitted it with his recommendations to the Treasury for settlement; and, if not, will he say for what reason the Report has been so long delayed, and when a settlement may be expected?

On the requisition of the Scottish Office the services of Mr. Duncan, Store Accountant, English Prison Department, were last August placed temporarily at its disposal to investigate the claims of the Clerical Staff of the Scotch Prisons. Mr. Duncan began his inquiry, but at the end of September was obliged to return to duties in London before he had finished. This occasioned considerable delay, and it was not until January 26th that Mr. Duncan sent in his Report. It is now under the consideration of this Office, and it will be disposed of in a few days.
