I beg to ask the Secretary of State for the Home Department whether his attention has been called to the Fifth Report of the Royal Commission on Vaccination, dated April 21st, 1892; whether he has observed that this Report was signed by every member of the Commission; and whether he is prepared to carry out the recommendations of the Report by amending the Law so as to abolish repeated penalties in respect of the non-vaccination of the same child, and to secure that persons imprisoned for nonpayment of vaccination fines shall "not be subjected to the treatment awarded to criminals"?

I propose, in the course of a few days, to introduce a Bill to give effect to the unanimous recommendations of the Royal Commission.
