I beg to ask the Secretary of State for the Home Department whether he has read the statement reported to have been made by Callan, who was lately released from prison, that Dr. Gallagher, a convict in Portland, is insane; and whether he will sanction an independent medical inquiry into Dr. Gallagher's condition?

MR. ASQUITH

I have read the statement attributed to Callan. It is totally without foundation in fact. In view of this and similar allegations I have made careful inquiries respecting the mental condition of Gallagher, with the result that I have come to the conclusion that he is perfectly sane. There is no ground, in my opinion, for an independent medical inquiry.
