I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland if Mr. James O'Neill, recently appointed a magistrate at Kinsale, County Cork, held, at the time of his appointment, a retail publican's licence; if he still holds a publican's licence; and if he is the owner of a pawnbroker's establishment, the licence for which is taken out in the name of his wife?

Being unacquainted with the practice, I have communicated with the Lord Chancellor of Ireland on the subject of the question, and have not yet procured a reply.

May I ask whether there is any rule of law by winch persons holding publicans' licences are excluded from the Magisterial Bench?
