I beg to ask the Secretary of State for the Home Department whether it is the fact that no flogging of adults, either now or for many years past, takes place in prisons in Scotland; and whether it is an understanding or stipulation on the appointment of a warder in Scotland that he shall not be compelled to flog?

No flogging of adult ordinary prisoners in Scotland takes place, or has taken place, for many years past, but convicts at public works are flogged for grave offences. No understanding or stipulation is made on the appointment of a warder in Scotland that he shall not be compelled to flog.
