Friend, I have to say that Sir Gerald Portal has recently returned to this country, but the preparation of his Report had not then been completed, nor, so far as I am aware, is it completed up to the present moment, although he has been very busily engaged upon bringing it to a final shape. As to the time when it will be ready, no communications have been made to the Government. That being so, the remainder of the question naturally falls to the ground.
