MR. FIELD

I beg to ask the Chancellor of the Exchequer whether the Government will consider the advisability of imposing a graduated tax upon un-tilled land; and whether any scheme is under consideration for utilising the waste land within the Three Kingdoms for the employment and subsistence of unemployed labour?

I am afraid the answer to this question is in the negative.

Does the "negative" include the non-consideration of the question in any shape or form by the Government?

SIR W. HARCOURT

I cannot say that the Government have under their consideration the imposition of a graduated tax upon untilled land or the question of the utilisation of the waste land within the Three Kingdoms. These matters must have regard to the probability of their leading to any practical result.
