I beg to ask the Vice President of the Committee of Council on Education whether under the Free Education Act in its application to Scotland a free supply of school books is included, or whether these require to be purchased by the parent of the child?

A School Board in Scotland is not only entitled, but bound as a condition of efficiency, to provide for the use of children such books as are required for the adequate equipment of a school; and where such books are supplied, no fixed payment for their use is exigible from those scholars who, by the Regulations, are entitled to free education. But the case is different where the books become the property of the parent, and where it is not merely the use of them in school which is allowed to the child.
