I beg to ask the Under Secretary of State for Foreign Affairs whether any, and if any what, steps have been taken by the Foreign Office to carry out the recommendation of the Ridley Commission, to substitute for the present expensive service of Foreign Office messengers, drawing £400 a year each, and travelling allowance, a staff of retired non-commissioned officers of good character and long service?
