I beg to ask the Under Secretary of State for India whether the Report, quoted in the Memorandum of the Civil Services (East India) Bill, as to the justification for the legislation recommended is of any authority; and whether it can be put forward as the opinion of any recognised Indian authority?

The document mentioned in my hon. Friend's question WAS never recorded or discussed officially; it was merely an expression of opinion upon a slate of things which existed 33 years ago, but has since been materially changed in accordance with subsequent legislation.
