I beg to ask the Postmaster General if he will allow commercial and other cards—subject to the present regulations as to writing on one side, &c.—to circulate through the Post Office upon affixing a halfpenny stamp, as is now permitted to the senders of newspapers; and, if not, upon what grounds postage cards are differently treated to newspapers?
