I Leg to ask the Under Secretary of State for the Colonies whether the exclusion of the Islands of St. Pierre and Miquelon from the Newfoundland Arbitration was made at the suggestion of Great Britain or of France?

The Islands of St. Pierre and Miquelon are French territory. There is no question relating to them which could come within the approaching arbitration concerning the catching and preparation of lobsters, or which either Government has at present proposed to refer to, or exclude from, arbitration.

When will the Papers on the Newfoundland Fisheries question be issued? Will it be before or after the Recess?
