The Government will be prepared to move for a Committee to consider the whole subject should the right hon. Gentleman desire it, but at this period of the Session I am not sure that any result would be obtained.

I hope the terms of Reference will be very carefully considered. There are many serious questions raised by the Bill, and the persons interested are not at all agreed. The Committee should be appointed without any reference to the proposals embodied in this Bill.
