HC Deb 23 June 1891 vol 354 c1208
MR. STEPHENS (Middlesex, Hornsey)

I beg to ask the President of the Local Government Board whether, as the value of certain of the powers of the Public Health (Londen) Bill depends upon the efficacy of processes of disinfection, and as there exists no clear understanding of the word, he will include in the "Interpretation of Terms," used in the Bill, a reasonable indication of the processes of purification or attempted purification referred to by "Disinfection"?

*THE PRESIDENT OF THE LOCAL GOVERNMENT BOARD (Mr. RITCHIE,) Tower Hamlets, St. George's

I think that it would be very undesirable to attempt to sot out in an Act of Parliament the different processes of disinfection, which it is obvious must vary to a considerable extent according to the circumstances.

MR. STEPHENS

The answer of the right hon. Gentleman is unsatisfactory, because the Bill imposes obligations under penalties for disinfection, and nobody knows what it is.
