I beg to ask the Lord Advocate whether it is lawful for an Inspector of Weights and Measures to stamp the beam only without the scales being attached or adjusted to the beam; is it necessary for a merchant before selling a beam to have it stamped and adjusted by a Public Inspector; and is it probable that the use of swan-necked beams will be continued in the future, say next year?

I am in formed that in cases where the model regulations of the Board of Trade under the provisions of the Weights and Measures Act have been adopted by the Local authority it is not allowable for an Inspector of Weights and Measures to stamp the beam only, without the scales being attached or adjusted to the beam. It is unnecessary for a merchant before selling a beam to have it stamped and adjusted by a Public Inspector; and in regard to the last part of the question the Board of Trade, as at present advised, do not propose to make any additional regulations dealing with the use of swan-necked beams.
