WEBSTER (St. Pancras, E.)I beg to ask the Secretary to the Treasury whether, in view of the evidence of the Chairman of the Board of Customs before the Commission on Civil Establishments, that three Surveyor Generals of Customs were necessary to carry out the duties of that Department, and provision for this number is made in the Estimates, in filling up the vacant office, due regard will be given to the practical experience in Custom House work of the officers in the out-door department of that Service?
