I beg to ask the Secretary to the Treasury whether it is to be understood that Heads of Departments can recommend to the Treasury meritorious writers, who are performing work of a higher order than mere copying, for appointment to a special class of an order lower than that of the Second Division; and, if so, will the Treasury, after due deliberation, give effect to such recommendation?
