TUITE (Westmeath, N.)I beg to ask the Secretary to the Treasury whether it is to be understood that Heads of Departments can recommend to the Treasury meritorious writers, who are performing work of a higher order than mere copying, for appointment to a special class of an order lower than that of the Second Division; and, if so, will the Treasury, after due deliberation, give effect to such recommendation?
