*MR, W. H. SMITHThere are two Bills now before the House dealing with this subject. The Government approve, and will be prepared to support, that of the hon Member for I pswich (Sir C. Dalrymple). Looking at the present state of public business, I am unable to offer any facilities for the discussion of the measure.
