JOHN O'CONNOR (Tipperary, S.)I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland what are the instructions to the police in Tipperary regarding the watching and following of persons visiting that town; is he aware that on the 2nd instant when Mr. John Kelly, of Dublin, arrived at the Limerick Junction he was joined by a policeman, who walked by his side keeping step with him and accompanying him everywhere; and whether he will inquire into the practice of the police in this respect, and prevent any provocative conduct on their part towards people visiting the town of Tipperary?
§ MR. A. J. BALFOURThe instructions to the police are to watch persons who may reasonably be suspected of indulging in illegal practices. I believe Mr. Kelly comes under that description, so that it is probable that he was followed by the police on his arrival at Limerick Junction.
