§ MR. CRILLY (Mayo, N.)I beg to ask the Chancellor of the Exchequer if the Treasury has yet sanctioned the establishment of the proposed Fund for the benefit of the widows and orphans of the Irish National teachers; and, if not, will he say what has caused the delay?
§ *MR. GOSCHENWe have taken much trouble in this matter, and have devoted a large amount of time to it. The delay has been due to what the Treasury consider inadequate provisions for the solvency of the Fund. Some of the rules proposed sinned in our opinion against sound actuarial principles, and seemed likely to involve trouble and disappointment in the future.
