§ MR. GOSCHENI have not heard of any Government Bill dealing with the subject-matter of this question being on the stocks. But the hon. Member must be aware that in no case are either Minis- 1168 ters or private Members in the habit of sketching out to the House the features of any Bills which they may contemplate.
