MR. WEBSTERI beg to ask the First Lord of the Treasury whether arrangements can be made by which Members of this House may be in future supplied with Copies of Private Bills introduced by the London County Council prior to the Second Reading, especially such Bills as contain provisions of a public or general character? I would point out that the present mode by which the County Council have Bills delivered to Members of this House often leads to very long discussions on the Third Reading.

MR. WEBSTERI applied for a London County Council Bill at the Vote Office just before it came on, and I could not obtain one.
