I take this opportunity to ask the right hon. Gentleman, the First Lord of the Treasury, whether he can make any statement with regard to the purposes in Scotland to which the Government propose to devote the proceeds of the now duties?

We have been engaged in considering the question very carefully to day. I think the best course to take in the matter is to produce a scheme, in the form of a Bill, which I hope will be laid on the Table in the course of this week.
