I beg to ask the Lord Advocate whether it is legal, or in accordance with the Local Government (Scotland) Act, for Parochial Boards to choose, as their representatives on District Committees of a County Council, men who, not being electors for such county, are not qualified to be elected Councillors?

This is a question of statutory construction; but my opinion is that Parochial Boards are at liberty, if they see fit, to appoint representatives who are not qualified to be county electors.
