asked the President of the Local Government Board, whether, in cases of County Councils contracting with highway boards for the maintenance of main roads, County Councils can make Votes on Account to such highway boards?

It appears to me that the County Councils may make reasonable payments on account to the highway boards with whom they contract for the maintenance of main roads, provided that before they make such payments they have the report of their surveyor, which is required by subsection 5 of section 11 of the Local Government Act, as to the roads having been properly maintained.
