I desire to put a question to the Chief Secretary with regard to Mr. Cecil Roche, one of the Resident Magistrates who recently sentenced Mr. O'Brien to imprisonment; it is, whether it is the fact that Mr. Houston, whose name will not be unfamiliar to the right hon. Gentleman, was before Mr. Roche's elevation to the magistracy, Mr. Houston's employer and paymaster.
