I beg to ask the Secretary of State for War whether he will grant the inquiry asked for in the Petition of Mr. W. H. Browning, late Lieutenant Colonel and Paymaster of the Royal Engineers at Chatham?

No, Sir; certainly not. Ex-Paymaster Browning had a most fair and exhaustive trial, with every possible opportunity of showing whatever there was in his favour. His defalcations were systematic falsifications of his accounts, and extended over many years.
