asked the Under Secretary of State for the Colonies whether Mr. Fannin, one of the three members of the Special Court of Inquiry in Zululand, has had any legal training whatever; and whether he was employed as a Government surveyor in laying off the area of Zibebu's location in 1883?

Mr. Fannin does not appear to have been a professional lawyer, but he has had six years' experience as a magistrate and administrator of native law. He was employed in 1883 as stated in the hon. Member's question.
