I have communicated with my right hon. Friend the President of the Board of Trade, to whom the question ought to have been addressed, and he authorizes me to say that the Board of Trade are now considering what regulations in reference to the matter it is in their power to make. I may say that no power can be given to the local authorities without legislation, and the Government do not at present propose to bring in a Bill.
