asked the Secretary to the Treasury if he would undertake, before asking the House to vote for the first time any Civil Service pension exceeding £100 per annum, to circulate the particulars of the case, and to state whether the person retiring has, in the view of Her Majesty's Government, given his whole time to the public service?

If the hon. Member will look at the Estimates for superannuation and retired allowances (Class VI., Vote 1), he will see that his views have been anticipated for many years as regards the submission to Parliament of the particulars of all cases in which a pension is voted for the first time. As regards the second part of his question, I need only say that except in special cases, such as injury, no retired allowance is granted unless, in the opinion of Her Majesty's Government, the holder of the office has given his whole time to the public service.
