BALFOURI think it would be for the public convenience if the Bills referred to were introduced before Easter, and I will endeavour to introduce them; but I am afraid it will be impossible to do so if it is desired to have a preliminary discussion on the introduction of the Bills. I hope to introduce another Bill dealing with a further portion of the recommendations of the Royal Commission.
