CUNINGHAME GRAHAMI beg to ask the President of the Board of Trade whether the Swiss Government have invited representatives of the Government of Great Britain to attend a Conference of the chief European Powers, to be held in September next, to consider the establishment of International Regulations for the improvement of the conditions of labour in manufacturing industries; and, if so, whether the Government have decided to take part in that Conference?
