HC Deb 04 May 1888 vol 325 cc1367-8
MR. CALEB WRIGHT (Lancashire, S.W., Leigh)

asked the President of the Local Government Board, if the holder of a licence for the sale of intoxicating liquors commit an offence against the Licensing Laws, and his licence be endorsed for a first or second offence, in case the Licensing Authority refuse to renew the licence, will the holder of the licence or the owner of the licensed premises be entitled to compensation?

THE PRESIDENT (Mr. RITCHIE) (Tower Hamlets, St. George's)

Before renewal of a licence can be refused without compensation under the provisions of the Bill, it is necessary that a report against the renewal should be made by the Justices. A report to this effect may be made after an endorsement of a conviction for either a first or second offence, or after an offence has been committed, although there has been no conviction.
