asked Mr. Chancellor of the Exchequer, Whether, in the event of the Excise Duties (Local Purposes) Bill passing into law, it is intended that Government Departments, which in many cases are most extensive users of public roads for the purposes of haulage, shall pay contributions (in lieu of duties) to the Local Authorities in respect of such use, following the analogy of contributions from the Exchequer, in lieu of rates, in respect of Government property?

Vans and carts employed under contracts with the Government will be charged with the new duty; but there is no intention of imposing it on Artillery carts or ambulance waggons, or other vehicles which are not used for the conveyance of any goods or burden "in the course of trade."
