§ LORD RANDOLPH CHURCHILL (Paddington, S.)As I have been informed on high authority that the new clauses to the Local Government Bill, of which I have given Notice, will be considered not to be within the scope of the Bill, and will, therefore, be ruled out of Order, I will move, at the commencement of Public Business on Monday, for leave to bring in a Bill to attain the object of those clauses.
