asked Mr. Chancellor of the Exchequer, Whether, in the case of carts and waggons with removable covers, it is intended that the weight for purposes of the Cart and Wheel Tax shall be taken with or without the covers?

This is a Question which must be dealt with administratively; but I can say that tarpaulin and unfixed covers will not be reckoned in the weight of carts and waggons. I may say, however, that similar conundrums to this and other Questions might be asked of me with regard to every tax. In every form of taxation there are a certain number of anomalies which must be dealt with by sensible administration.
