§ THE CHANCELLOR OF THE EXCHEQUER (Mr. GOSCHEN) (St. George's, Hanover Square)This is a Question which must be dealt with administratively; but I can say that tarpaulin and unfixed covers will not be reckoned in the weight of carts and waggons. I may say, however, that similar conundrums to this and other Questions might be asked of me with regard to every 1193 tax. In every form of taxation there are a certain number of anomalies which must be dealt with by sensible administration.
