§ SIR HERBERT MAXWELL (A LORD of the TREASURY) (Wigton)(who replied) said: the Treasury sanctioned the loan provisionally for the satisfactory completion of the line. The payment would not be made until the Treasury were satisfied that the several sections of the line had been satisfactorily completed. Therefore, the Secre- 717 tary to the Treasury did not think it necessary to re-consider his decision on; the grounds stated in the Question.
