MR. BUCHANAN (Edinburgh, W.)

asked the Under Secretary of State for Foreign Affairs, Whether the Order in Council for extending British Consular Jurisdiction on the West Coast of Africa, so as to insure the apprehension and punishment of criminals in that region, which was prepared in consequence of the outrage at Osutcha, and was stated in the House on 24th July and 7th November, 1884, to be about to be issued, has ever been issued; and, if not, whether Her Majesty's Government has made any other provision to secure the same end?


The Order in Council referred to wag issued on the 26th of March, 1885, and was duly published in The London Gazette of the 10th April following.
