asked the Under Secretary of State for Foreign Affairs, Whether the Order in Council for extending British Consular Jurisdiction on the West Coast of Africa, so as to insure the apprehension and punishment of criminals in that region, which was prepared in consequence of the outrage at Osutcha, and was stated in the House on 24th July and 7th November, 1884, to be about to be issued, has ever been issued; and, if not, whether Her Majesty's Government has made any other provision to secure the same end?
