asked Mr. Chancellor of the Exchequer, Whether, in the case of Foreigners marrying English subjects and permanently residing in England, he will take into consideration the justice of exempting them from payment of the Income Tax which is levied in this Country on their incomes derived from property in their own Country, where an Income Tax has already been imposed?

An English subject owning property abroad would pay Income Tax upon the revenue he derived from it here, and a foreigner residing here and owning property abroad under the same conditions would be required to pay Income Tax in this country.
