§ THE VICE PRESIDENT OF THE COUNCIL (Sir LYON PLAYFAIR) (Leeds,1660 S.) Mr. Arnold's Report was received yesterday, and I will lay it on the Table to-night. There may be a little delay in issuing it, as certain tables have not yet been given in, and the proofs have to be sent to the United States, as Mr. Arnold has left Eugland. I will do my best to hasten the issue of the Report, which is already in the hands of the printers.
