I wish to put a Question to you, Sir, on a matter of Privilege. The hon. Member for South Kensington (Sir Algernon Borthwick) is reported, when speaking at a banquet in Kent, on Saturday, to have used these words— Mr. Labouchere and Ms beggarly crew was swelled by the addition of 86 Irish Members. I wish to know if it is in Order for an hon. Member to describe Members of this House as "Mr. Labouchere and his beggarly crew?"


The language complained of by the hon. Member was not uttered in this House; and, therefore, I have no cognizance of it, and no jurisdiction.
