asked the Secretary of State for War, Whether his attention has been called to the proposal of General Hutchinson on aerial navigation, who has designed long "cylindrical navigable balloons of a most formidable character when used as engines of war;" and, whether Government has made any inquiries respecting an invention which, if proved successful, would lead to greatly diminished expenditure on our armaments?
