asked the Chief Secretary to the Lord Lieutenant of Ireland, Whether it is true that in a paper called Ireland's Gazette, of 30th January 1884, a letter, written on the 28th of the same month by Mr. J. G. V. Porter, was published, in which it was stated that Dr. Newell, Senior Secretary to the Board of National Education, had "abetted improper action on the part of his Board, and that if an inquiry were held he would be compelled to resign;" whether the said Dr. Newell did authorise Mr. Matthew Kenny, of 42, Mountjoy Square, Dublin, to issue a writ in reference to the letter in question; whether any such writ was served upon Mr. Porter or on his solicitor; whether all further action was abandoned by Dr. Newell; and, if so, on what grounds; and, whether the alleged charge was in any form submitted to the consideration of the Commissioners or of their Sub-Committee?

The action in this matter was abandoned by Dr. Newell on Mr. Porter making an ample apology and withdrawal in the paper in which the libellous statements originally appeared, and paying the costs incurred.
